Copa America 2011 is the 43rd edition of the competition and is being held in Argentina. It has been decided by the Confederation of South American Football which initiated a new cycle of the rotation system that decides the seats between the South American countries. This decision was confirmed on November 24, 2008. The winning team will participate in the 2013 Confederations Cup to be held in Brazil. If the winning team is Costa Rica or Mexico, invited to compete in the competition, or even Brazil, which has guaranteed a place as host of the event, ranks the next selection is best placed South American. In this edition, as in the previous 12 participating national teams, ten of which are member countries of conmebol, plus two invited teams, which this time were Japan and Mexico. On May 8, 2009, the Mexican Football Federation announced that indefinitely would not participate in any competition organized by conmebol not comply with the resolution of this institution, which determined that the Mexican teams ranked in the second round of the final Copa Libertadores 2009 should play their matches only fighting in the stadiums of rivals because they refused to play in Mexico because of the severe outbreak of influenza A (H1N1), 2009. At the Extraordinary Congress and Executive Committee of conmebol held in the Bahamas in June 1, 2009, was made a special meeting with the Mexican Football Federation on the problem to the outbreak of influenza. Finally, Mexico announced his return to South American competition and confirmed their participation in the Copa America in 2011, as well as that of Japan However, in March 2011, the earthquake and ensuing tsunami that struck the northeast coast of Japan has questioned the participation of the national team in Copa America because of the serious situation which arose in the country. The Japan Football Association came to confirm that participate in the competition, but on April 4 announced his resignationconmebol.. The conmebol then made a call for JFA, which on April 14 confirmed participation in the tournament, but returned on May 16 to decline on the grounds that he could not count on players who play in local league, and would not have the release of some who work outside the country. The position was then offered by the conmebol Costa Rica, who agreed to participate with their under-23 five players above that age.
